Is there an app or plug in that allows you to limit daily downloads like say for users get 10 downloads a day then they have to wait 24 hours and then they can get another 10 but subscribers different packages can have different download limits. I know XenForo has this but I was wondering if IPS does have anything like it.

Thanks I found it. Much appreciated. I wonder is there a way to not allow users to upload files but have to link them to a url like with mega or some other file storage site. Maybe a plugin to do this?

Restrict to upload in the group settings:

It is impossible to prohibit upload and allow only files by URL at the same time.

You can allow url uploads in the group settings
